Duties Description The Staffing Services Division is responsible for assisting State agencies with staffing New York State partner agencies. To better serve our partner agencies and simplify the examination process so that it is customer friendly, accessible, and convenient for candidates and HR professionals, the Department is undergoing a comprehensive strategic effort to improve the merit and fitness process by leveraging technology to develop an automated testing process with an end goal of matching the most qualified candidates to open positions quickly and equitably. With this posting we intend to fill one position within the Division, which will be assigned to one of the following sections: Bureau of Merit System Administration - Staffing Line Section Under the direction of a Human Resources Specialist 4(Staffing), the incumbent will: Manage the workload of a unit and supervise unit staff. Provide merit system advice and guidance to assigned staff and State agencies via telephone, emails and in writing. Plan, schedule, and administer timely and appropriate selection devices for assigned agencies. Draft correspondence in response to letters from agencies, candidates, unions, and others. Respond to FOIL requests. Review and provide guidance on minimum qualifications, open competitive examination applications, and provide customer service to applicants, candidates, and agencies. Monitor, review, and process personnel transactions; assist agencies with interpretation of Civil Service Laws, Rules, Regulations and Policies Review, research, and make recommendations on Department of Civil Service and Civil Service Commission matters. Bureau of Exam Modernization and Program Support - Exam Modernization, Continuous Exams, Development & Support Section Under the direction of a Human Resources Specialist 4(Staffing), the incumbent will: Serve as Subject Matter experts in support of the Examination Modernization Project. Collaborate with Division partners in the design and implementation of examination modernization initiatives. Manage the workload of a unit and supervise unit staff. Provide merit system advice and guidance to assigned staff and State agencies via telephone, emails and in writing. Plan, schedule, and administer timely and appropriate selection devices for assigned agencies. Draft correspondence in response to letters from agencies, candidates, unions, and others. Bureau of Exam Modernization and Program Support -Employment Records Section Under the direction of a Human Resources Specialist 4 (Staffing)the incumbent will: Oversee and provide guidance to staff of the Payroll Certification/List Establishment and Maintenance Units within the Employment Records Section. Provide guidance and technical advice to State agencies regarding proper application of Civil Service Law, rules, regulations, and policy related to appointments transactions, proper canvass of certification, and use of eligible lists. Manage the pre-audit of state personnel list transactions in order to certify the legality of the payroll. This includes auditing of list appointments, promotions, Preferred List changes of all classified service personnel, including Classified Service Dates; the making of necessary changes, communicating the change(s) to the initiating agency, Business Services Center. Oversee the establishment, maintenance, and certification of eligible lists for State positions; determine the order of certification of lists, decentralize the maintenance of lists to agencies, and post changes to lists; direct the automated certification process for reemployment lists and the clearance control functions. Select, supervise, and train staff of the Section, plan for the training of HR specialists in employee transactions and list certifications in the whole Staffing Services Division and in State agency HR offices. Serve as a Staffing Services Division Subject Matter Expert and team member on Human Resources Management projects. Assist Civil Service and agency HR staff with appointment process. Bureau of Exam Modernization and Program Support, State Employees and Agency Services Section - Career Mobility Office (CMO) Under the direction of a Human Resources Specialist 4(Staffing), the incumbent will: Manage the workload of a unit and supervise unit staff in providing merit system guidance and career mobility assistance and strategies to State employees. Administer the reemployment system and assist State employees with continuity of employment when impacted by workforce restructuring. Present in person workshops or remote webinars on relevant merit system topics for State employees. Conduct information fairs to promote the Career Mobility Office's services, and work with agencies and other stakeholders to develop and update career mobility resources. Please note, this assignment requires continuous contact with State employees and agencies and requires public speaking and occasional travel (about 10%). Bureau of Exam Modernization and Program Support, State Employees and Agency Services Section - Policy Unit Under the direction of an HR Specialist 4 (Staffing), M-2 in the Policy Unit, the incumbent will assist in the development and maintenance of a central repository for Staffing policy, researched issues, policy guidance, drafted legislation/legislative proposals. The incumbent of this position will: Research and draft legal, policy, and procedural information to support the Division. Serve as a resource to Division staff, Counsel's Office, Legislative Liaison, the Executive Office and agencies in response to policy, practice, procedural, or legislative questions. Assist in the updating and distribution of material for the State Personnel Management Manual (i.e., General Information Bulletins, Advisory Memoranda and Transmittal Bulletins). Collaborate with the Civil Service Institute to expand the training provided to Division and client agency staff. Review and draft comments related to legislative proposals or review/react to legislation. Contribute to agency projects and modernization efforts related to the review of policies that will impact how systems will function based on current policies or new policies that need to be developed. Minimum Qualifications REASSIGNMENT QUALIFICATIONS: Current Department of Civil Service employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 2 (Staffing), if less than one year, you must be reachable on the Human Resources Specialist 2 (Staffing) eligible list for the Albany location if one exists. COMPETITIVE QUALIFICATIONS: You must be reachable on the current eligible list or eligible for transfer. 52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at PROVISIONAL QUALIFICATIONS: Based on the results of the canvass of the current eligible list for the Human Resources Specialist 2 (Staffing) position, the Department may elect to make a provisional appointment to this position rather than a permanent appointment should the eligible list have less than three candidates interested. If a provisional appointment is made, the appointed candidate will be required to compete in the next holding of the Human Resources Specialist 2 (Staffing) exam and be reachable for appointment from the newly established eligible list. The minimum qualifications for Provisional appointment are: One year of permanent, contingent permanent, or 55 b/c services as a Human Resources Specialist 1 (Staffing) or Human Resources Specialist 1 (Attendance and Leave).
